ZIMRA explains delay in installing new Commissioner General

Zimbabwe Revenue Authority told the Parliamentary Committee on Budget, Finance and Economic Development that delays in appointing a new Commissioner General for the Revenue Authority were chiefly due to the procedures required.

ZIMRA has not had a substantive Commissioner General since the resignation of Faith Mazani in December 2020.

Responding to questions from the Finance Parliamentary Committee yesterday, ZIMRA Vice Board Chairperson Mrs Joesphine Matambo said the process to find the new chief tax collector are underway.

“In terms of Section 74 of the Public Entities Cooperate Governance Act Chapter 10:31, the position of CEOs is required to be filled within 6 months and in the case of ZIMRA that deadline closes on July 31, 2021.
The filing of this position of Commissioner General’s position take paramount importance for the role is pivotal to the organisation and the country,” said Mrs Matambo.

The former Commissioner General Mrs Faith Mazani resigned on December 18, 2021 from her post with a waiver request for February 1, 2021.

“Subsequent to the resignation notice the vacancy was advertised on Jan 14, 2021 closing on January 27, 2021.
The board agreed to outsource recruitment consultancy in fear of junior executives being intimidated or arm twisting from seniors,” Mrs Matambo.

The contract with the Recruitment Consultant was signed on May 26, 2021.

The process went through PRAZ, therefore the board was not involved in the selection.

The process of recruiting the new Commissioner General is underway and ZIMRA anticipates that it will be done on July 31 2021 as planned.

According to statutes of recruitment procedure;
• A shortlisting of candidates was made by Human Resource Board.

• A pre-interview vetting was conducted and actual interviews were done last week on June 2, 2021.

• Top candidates were recommended for external security vetting to the Office of the President and Cabinet (OPC)

• Upon return of the results from OPC, T the board decides who is most suitable.

• The Minister and President Emmerson Mnangagwa will also approve the candidate as mandated by Public Entities Cooperate Governance Act.

• Only after then will an Employment Contract be offered.

Parliamentary Committee on Budget, Finance and Economic Development expressed discontent pertaining the several vacant positions in the executive of ZIMRA , namely;

•Commissioner General candidate who is under vetting by OPC.

•Commissioner Customs Excercise candidate is also under vetting by OPC.

•Director of Finance and Administration candidates are due to be interviewed next week.

•Director of Internal Audit candidate is awaiting Employment Contract.

•Director Human Capital started work on July 1, 2021.

•Cooperate Affairs Executive , a new post will be filled by August 1, 2021.

•Head of Risk and Compliance candidates are still going through OPC vetting.

Mrs Matambo was asked how ZIMRA was working towards rectifying these gaps in leadership roles effect on organisational memory and effective service delivery.

To which she assured there was effort to reinstall new candidates for the positions through the same procedure elaborated above.

“It`s unfortunate that the vacancies became open all around the same time. Most to causes beyond our control,” she added.
