President reviews Performance contracts for senior civil servants

President Emmerson Mnangagwa is expected to announce how Cabinet ministers, permanent secretaries and heads of Government agencies and departments performed under contracts they signed last year.

 

 

The President introduced performance-based contracts as a way of fostering a high-performance culture among office bearers. The Office of the President and Cabinet said the performance contracts would all be evaluated on delivery, efficacy, management and implementation.

 

 

The performance rating is designed as a yardstick to determine whether or not one keeps their position in government.

 

 

This year’s performance contracts appraisal, renewal and signing ceremony will be broadcast live on national television on March 16 according to a statement released by the Office of the President and Cabinet (OPC).

 

 

“Guided by the nation’s (economic) blueprint, NDS1, the progress of each leader has been tracked and these results will be announced, with clear indications of those who exceeded their targets and those who did not.”

 

 

To foster a high-performance culture across the entire public sector, the Government of Zimbabwe, will on March 16, 2023, sign performance contracts under the Integrated Results-Based Management System: with all Cabinet ministers, all permanent secretaries, all CEOs of local authorities and all CEOs of State-owned enterprises,” read the statement.

 

Introduced in 2021, performance-based contracts are a negotiated performance agreement between government, acting as the owner of an agency and ministers and permanent secretaries acting as employees. It is an agreement between two parties that clearly specifies their mutual performance obligations. In this case it’s government and its ministers, permanent secretaries, CEOs of state owned enterprises and agencies as employees. It specifies what needs to be achieved, expected levels of achievement, timelines, reporting modalities as well as levels of support required. Performance agreements are used for enforcement and definition of accountability for specific ministerial goals and to help executives align their daily operations with the agency’s programme goals.
