President Mnangagwa Opens ZILGA Indaba; Urges Local Authorities to Prioritize Service Delivery and Fight Corruption

HARARE –His Excellency President Emmerson Mnangagwa addressed the 2024 Zimbabwe Local Government Association (ZILGA) Annual Indaba, emphasizing the crucial role of local authorities in national development and urging them to prioritize service delivery and combat corruption.

Speaking to over 2000 councillors from across the country, President Mnangagwa stressed the importance of unity and collaboration among local authorities.  “All Local Authorities; urban or rural, big or small, remain an integral cog of the local governance system,” he stated. “You should, therefore, operate in unison, always collaborating, sharing experiences and sharpening yourselves towards responsive policy-making at the grassroots level.”

The President commended some local authorities for their progress in developing master plans, property valuations, and enhancing revenue performance. However, he challenged them to further improve service delivery and infrastructure development.  He urged a continuation of initiatives like the Nhimbe/Ilima Road Rehabilitation Programme, emphasizing the importance of community participation and resource pooling.  “There is no room for the sense of ‘entitlement’ and silo mentality,” President Mnangagwa declared.

Highlighting the government’s commitment to supporting small and medium enterprises (SMEs), President Mnangagwa stated, “My Government is, thus, committed to ensuring the construction of decent and safe work spaces.” He directed relevant ministries to expedite the reconstruction of Mbare Traders Market and emphasized the importance of urban renewal and beautification programs.

The President also addressed the issue of corruption, expressing deep concern over cases within local government.  “Those perpetrating such acts must face the full wrath of our country’s law,” he warned. “No one, including Local Authorities, will be spared. Let us root out this menace from our society.”

President Mnangagwa further urged local authorities to prioritize disaster risk management in light of the approaching rainy season and the increasing threat of climate change.  He cited recent extreme weather events as a stark reminder of the need for preparedness.

Concluding his address, President Mnangagwa officially opened the Indaba, wishing participants fruitful deliberations and encouraging them to contribute positively to the national development agenda.  “I wish you fruitful deliberations, as you positively contribute to the national development agenda,” he said.
