Recently elected Citizens Coalition for Change councilors are continuing with their illegal act of removing the Acting Mayor Stuart Mutizwa while trying to force Nelson Chamisa`s friend Enock Mupamawonde to lead the chambers.
Despite a clear instruction from Minister of Local Government and Public Works, July Moyo which prohibited the altering of the standing mayoral structure, CCC hooligans in council have pushed Mtizwa aside and unilaterally appointed Mupamawonde.
Acting Secretary in the Ministry of Local Government and Public Works Mr Lameck Mudyiwa has written to the Town Clerk and Acting Chamber Secretary at Town House, asking them not to regard an outcome born out of an illegal meeting.
“It has come to my attention that on April 22, 2022 an illegal meeting was convened where an acting mayor was elected.
We have observed that this meeting which purportedly elected an acting mayor was not properly convened as there was no declaration of vacancy and no notice by the chamber secretary to convene the meeting, hence it was illegal,” Mr Mudyiwa said.
He said the decisions born out of an illegal meeting will not be allowed to hold, and things remain as they were before the by-election.
“Cllr Mutizwa who has been the acting mayor must continue in that acting capacity until Jacob Mafume issues are finalised by the Court and or Tribunal,” said Mr Mudyiwa.
CCC members are pushing for their own to take helm at Harare City Council, so they can continue parceling out land along party lines.
In 2020 a report showed that top CCC (formerly with MDC-A) officials including Charlton Hwende, Murisi Zwizwai, Denford Ngadziore and Nelson Chamisa were sold stands at a song, at a time when the City of Harare housing backlog is close to 500 000.
The land scam is why CCC continues to fight for the mayoral position, even when they continuously argue that being a non-executive mayor is ineffectual.
